Check with Aramintai in the tavern in Silverglen, or Fletcher in the Cyseal market, until you can unlock the ice elemental. They primarily have adept and novice skills, respectively, but at higher character levels may have higher level skills. For treasure, adept skills will start about character level 8 and master skills from level 14 and up.
