Late reply, but I came here looking myself from google search so this might help other people too.
Bedwyr on the second floor of The Phoenix Inn can have them for sale as well. His inventory seems to refresh every time you gain a level, so make sure to check back every level and save and reload until you get what you want.
I wasn't aware the assassin's guild guy had them too, so thanks for that!
