I saw a lot of people complain that Arx is lackluster. That is only partly true. Arx is decent, there are still many interesting quests and lore. The main problem is pacing.

It is clear that your final quest as a Godwoken is to ascend. After the events in the Arena of the One, players would assume that the game is very close to the end and can't wait to finish what they set out to do. Instead, when they arrived in Arx, they need to close the personal quest of two origins, looking for information, solving puzzles, etc. and lost patience.

Therefore, IMO Arx should be chapter 3 and the Nameless Isle should be chapter 4. After chapter 2, instead of knowing the exact location of Nameless Isle, you learned that gods are imprisoned in Arx Cathedral and only they know where Nameless Isle is.

Some changes in personal quests.
Beast and Lohse - No changes. It is even better. You conclude their quests perfectly in Chapter 3. It does not feel empty any more due to "no progress" for one whole chapter.

Ifan and Fane - No major changes. Some extra dialogues and hints may be given to Lord Arhu and Windego so that their quests won't feel empty due to "no progress" in Arx

Red Prince - Instead of Learning Sadna's whereabouts in Sallow Man area, you learn it from the black mirror in the sawmill. Put Shadow prince at the entrance of Lizard Consulate in case players miss the encounter in the sawmill.
Concluded in Chapter 3

Sebille - Killing Shadow Princes in Arx earlier would make it impossible for her to kill the Mother Tree. I saw some letters from Shadow Prince in Sallow Man's cave. It makes perfect sense that Shadow Prince may request Sallow Man to kill the Tree for him so you can get the quest from him instead.
